Which kind of prep suits whom
A pre-licensing course
A course suits you if your state requires pre-licensing hours or you are starting from zero. Requirements run from none in Texas (TDI application steps, checked October 8, 2026) to 90 hours in New York (PSI New York bulletin) and 200 hours in Florida (Florida DFS 2-20 requirements), so an approved provider is a legal step in New York and Florida and an optional one in Texas. The pre-licensing education page lists the hours state by state.
A question bank
A question bank suits you once the material is familiar and what you need is volume and feedback. The app, for iPhone and iPad, is that kind of tool: more general-block items than this site carries, each answer explained step by step. It is not a pre-licensing course, does not count toward any state's education hours, and leaves the state-law block to your state's handbook.
A course and a bank together
You can pair the two: a course for the hours and the state-law block, a question bank for the drilling. If you do, match the windows. A 60-day course window inside a 12-week study plan leaves the last month with practice material only, which works only if the course is finished by then.

Check these on any provider page before you pay
- The course is for your state: the exam carries a state-law block that a generic course does not cover.
- If your state requires pre-licensing hours, the provider is approved there and the certificate will reach the state in time.
- The access window fits your plan: 60 days is short if you choose a 12-week schedule.
- Every practice item comes with an explanation of its answer, not only the letter of the key.
- Auto items use the PAP 2018 figures, such as transportation expenses of $30 a day up to $900, instead of the older $20 and $600.
- Refund or guarantee terms are written on the page, with their conditions.
Before you buy
Does any prep course count toward my state's pre-licensing hours?
Only a course from a provider your state approves, in a state that requires hours. Ohio requires 20 hours of Property and 20 of Casualty (PSI Ohio bulletin) and Florida a 200-hour course or an experience route (Florida DFS 2-20 requirements), both checked October 8, 2026; Texas lists none before the exam. A question bank, ours included, counts toward no state's hours.
Is Kaplan or ExamFX better?
We do not rank them. On October 8, 2026 both listed 60 days of access on their Texas P&C pages, and the table above shows the prices each charged that day. Compare the rows that matter to you: price, access and whether practice items explain their answers.
Are free practice tests enough to pass?
Nobody can promise that. Free practice tells you which parts you can already narrow to two and which you cannot; the misses are where paid material, if you buy any, earns its price. The study plan shows how to spread that work over the weeks you have.
